History
In respective strategies on the national data economy and national research and innovation, Luxembourg has identified data reuse as a key enabler of data-driven innovation. In line with the EU Data Strategy and in preparation for the upcoming Data Governance Act, in 2022, the Luxembourgish Government and has established the Luxembourg National Data Service. The LNDS provides services enabling responsible secondary use of public sector data for public and private partners and support the sharing and re-use of public sector data, in a trustable manner.

Organization/unit structure, e.g.
LNDS is a not-for-profit organisation established and owned by the Luxembourgish government. LNDS is governed by its Board of Directors representing the Ministry of Research & Higher Education, Ministry of Digitalisation, Ministry of Economy, Ministry of Finance, Ministry of Social Security, Ministry of State, Luxembourg Institute of Health (LIH) and Luxembourg Institute of Socio-Economic Research (LISER). The LNDS delivers its services to national data partners, research institutes and public administrations. The LNDS services are built by lean and expert teams in ELSI, Data Science, Data Engineering and Data Stewardship. Our teams adopt agile practices within a flat organisational structure.

Individuals and Institutions/Organizations
The LNDS engages with partner organisations in data projects focusing on secondary use. Our partners represent governmental entities, research institutions, and the private sector. LNDS also coordinates the National Data Management Community of Practice, which allows us to engage with individuals, most of whom are from LNDS partner organisations. The community provides for knowledge exchange among organisations, awareness raising on new legal frameworks or policies and information briefing on resources and services available to enable FAIR data management at a national level. Internationally, LNDS develops infrastructural components that will allow Luxembourg to join various data spaces. We participate in the Genomic Data Ifrastructure (GDI) and Beyond 1 Million Genomes (B1MG) projects. The LNDS is also a recipient of the EU Direct Grant for developing digital business capabilities for the Luxembourgish Health Data Access Body (HDAB)

Operational Tools
The Luxembourg National Data Catalogue, a metadata catalogue that presents an overview of data held in Luxembourg's public sector. The catalogue is DCAT-AP 3 and primarily focuses on indexing sensitive (or controlled access) datasets.

LNDS has expressed interest in becoming a Node in the EOSC federation.
